Charter of the Center


CHARTER OF THE NATIONAL CENTER FOR ARCHAEOLOGY OF THE ACADEMY OF SCIENCES OF THE REPUBLIC OF UZBEKISTAN

CHAPTER 1. GENERAL PROVISIONS

1.1. The National Center for Archaeology of the Academy of Sciences of the Republic of Uzbekistan (hereinafter referred to as the Center) was established by Resolution No. 792 of the Cabinet of Ministers of the Republic of Uzbekistan dated September 21, 2019, with the aim of providing scientific and methodological guidance for archaeological research conducted within the territory of the republic, as well as broadly introducing modern research methods of natural sciences into archaeological investigations.

1.2. The Center is part of the Social Sciences Division of the Academy of Sciences of the Republic of Uzbekistan (hereinafter referred to as ASRU) and facilitates the effective management and coordination of scientific research carried out within its system. It also contributes to enhancing the intellectual, socio-economic, spiritual, and educational potential of the state, as well as ensuring the implementation of scientific achievements and high-tech developments.

1.3. The Center operates in accordance with the Constitution of the Republic of Uzbekistan, laws, resolutions of the chambers of the Oliy Majlis, decrees, resolutions, and orders of the President, resolutions and orders of the Cabinet of Ministers, as well as this Charter, which is approved based on the ASRU Statute.

1.4. The Center is the legal successor of the Institute of Archaeological Research of ASRU in all its rights, obligations, and contracts.

1.5. The Charter of the Center is approved by the President of ASRU based on the recommendations of the ASRU General Assembly.

1.6. Amendments and additions to the Center's Charter are made by a decision of the ASRU Presidium and approved by the President of ASRU.

1.7. The activities of the Center are funded by the state budget of the Republic of Uzbekistan and extra-budgetary funds raised in accordance with established procedures.

1.8. The Center is a legal entity with an independent balance sheet, a round seal featuring the State Emblem of the Republic of Uzbekistan and the organization's name, other necessary seals and stamps, an emblem, a trademark (brand), and other attributes, as well as bank accounts, including a foreign currency account.

1.9. The management of the Center is carried out based on the powers and responsibilities assigned to the Director by the President of ASRU.

CHAPTER 2. MAIN TASKS AND FUNCTIONS OF THE CENTER

2.1. The main tasks of the Center include:

  • Providing scientific and methodological guidance for archaeological research conducted within the republic, utilizing modern research methods in natural and social sciences.
  • Organizing comprehensive archaeological, bioarchaeological, geoarchaeological, landscape-archaeological, and anthropological expeditions using innovative technologies and integrating them with educational practices in the field.
  • Training highly qualified scientific personnel in archaeology and anthropology.
  • Developing the scientific basis for transforming archaeological monuments into open-air museums.
  • Establishing international cooperation in archaeological and anthropological research and systematically organizing joint expeditions with foreign researchers.
  • Organizing international events related to archaeology and anthropology in Uzbekistan and participating in scientific and practical events abroad.
  • Creating a unified database of archaeological and anthropological sites requiring research, as well as an information base on their issues in collaboration with relevant ministries, agencies, and organizations.
  • Regularly publishing scientific and popular books, textbooks, and manuals incorporating modern research methodologies.
  • Providing scientific and methodological support for the preservation and study of the "Akhsikent" archaeological heritage complex in the Turakurgan district of Namangan region.

2.2. To fulfill its assigned tasks, the Center carries out the following activities:

  • Conducting fundamental, applied, innovative, laboratory-experimental research and testing in accordance with the approved plan.
  • Regularly updating research topics, proposing necessary structural changes, and attracting talented scientists and young researchers as per the instructions of the Academy of Sciences of Uzbekistan.
  • Organizing future research based on the achievements of national and global science to address issues identified by the Scientific Council of the Center.
  • Coordinating research conducted by other scientific institutions and educational organizations in accordance with the Center’s specialization.
  • Assisting other scientific institutions and educational organizations in training scientific personnel.
  • Establishing scientific agreements with foreign research institutions.
  • Organizing national, regional, and international conferences and exhibitions.
  • Preparing and publishing research findings, monographs, collections, guides, journals, and booklets.
  • Conducting publishing activities and maintaining printing and copying equipment for scientific purposes.
  • Organizing national, regional, and international scientific research expeditions.
  • Creating a scientific archive of research materials within the country.
  • Promoting scientific knowledge and informing the public about research conducted by the Center and its results.
  • Protecting intellectual, governmental, and copyright interests related to completed research.
  • Training highly qualified specialists in archaeology and anthropology, creating necessary conditions for scientists’ creative work, and improving the qualifications of young specialists.
  • Registering fundamental, applied, and innovative research projects and submitting scientific reports to relevant authorities.
  • Establishing funds for material and economic incentives (including foreign currency accounts), as well as for social and cultural events.

 

 

2.3. The Center maintains accounting, operational, and statistical records and reports.

2.4. The Center creates conditions to improve employee performance:

  • Encourages scientific exploration, creative initiatives, and high achievements.
  • Conducts attestation and competitive selection for vacant positions.
  • Concludes contracts for fundamental, applied, and innovative projects in accordance with legislation.
  • Has the right to propose legislative improvements for resolving urgent and priority issues.

2.5. The Center complies with labor laws, occupational safety regulations, fire safety, sanitary standards, state social insurance, and labor discipline.

2.6. The regional branches and scientific organizations of the Academy of Sciences of Uzbekistan are responsible for the effective implementation of their assigned tasks and objectives.

CHAPTER 3. CENTER STRUCTURE

3.1. The structural organization of the Center is approved in accordance with the resolution of the Cabinet of Ministers of the Republic of Uzbekistan.
3.2. If necessary, the President of the Academy of Sciences of Uzbekistan has the right to amend the structure of the Center within the established number of staff, in agreement with the Ministry of Finance.
3.3. Seasonal working groups may be formed to implement targeted programs for fundamental, applied, and innovative projects, as well as contractual research agreements.
3.4. Based on proposals from local (regional) authorities, the Center may establish regional departments and scientific centers, assisting them with scientific personnel, but does not bear responsibility for their accounting.
3.5. The structure of branches and departments operates in accordance with regulations approved by the Director of the Center.


 

 

CHAPTER 4. SAMARKAND ARCHAEOLOGICAL INSTITUTE NAMED AFTER Y. GULOMOV AS A BRANCH WITHOUT LEGAL ENTITY STATUS

4.1. The Samarkand Archaeological Institute named after Y. Gulomov, functioning as a branch of the Center without legal entity status (hereinafter referred to as the Branch), is governed as follows:

  • Supervision over the Branch is carried out by the Deputy Director for General Affairs (hereinafter referred to as the Deputy Director).
  • The nominee for this position is proposed by the Director of the Center and approved by the Vice-President of the Academy of Sciences of Uzbekistan.

4.2. The Branch operates under regulations approved by the Center and is considered its property.
4.3. The Deputy Director of the Branch acts based on a power of attorney issued by the Director of the Center.

CHAPTER 5. RIGHTS AND RESPONSIBILITIES OF THE CENTER

5.1. The rights of the Center are exercised by the director based on the current distribution of duties, as well as with the participation or approval of the labor collective in accordance with the legislation.

5.2. In the field of planning and financial support, the Center has the following rights:

  • Develops five-year plans for fundamental and applied scientific research, considering future research directions and the participation of the Center’s employees.
  • Determines the material, technical, and financial support for the Center's activities.
  • Develops and approves a detailed annual plan for the Center’s scientific research, as well as distributes the salary fund and research expenses.
  • Plans business trips for the Center’s scientists to scientific institutions in the Republic and foreign universities.
  • Concludes contracts with state and private enterprises for conducting scientific research and utilizes extrabudgetary funds to finance research and provide material incentives for employees.
  • Concludes direct agreements with foreign institutions for joint research and scientist exchange.

5.4. The Center:

  • Develops and approves the staff schedule.
  • Defines the structure of subdivisions.
  • Organizes material incentives for employees through savings from the salary fund.
  • Ensures the provision of printed materials and printing services.
  • Maintains accounting records and conducts financial transactions with the budget, banks, and counterparties.

CHAPTER 6. MANAGEMENT OF THE CENTER. DIRECTOR OF THE CENTER

6.1. The management of the Center is carried out under the leadership of the director, who bears personal responsibility for all aspects of the Center’s activities before the Academy of Sciences of the Republic of Uzbekistan.

6.2. The director of the Center is appointed by the president of the Academy of Sciences upon the recommendation of the supervising vice president for a term of five years from among well-known scientists, usually holders of doctoral degrees.

6.3. The director’s powers are approved by the president of the Academy of Sciences of the Republic of Uzbekistan.

6.4. The director bears personal responsibility for the activities of the Center.

6.5. The director of the Center:

  • Leads the activities of the Center, implements the decisions of the Academic Council and the labor collective, and ensures compliance with legislation.
  • Develops and approves plans for fundamental and applied research, training of scientific personnel, financial and material-technical support.
  • Oversees the publication of scientific monographs, methodological guides, journals, and printing services.
  • Approves the staff schedule and the Center’s budget estimates.
  • Controls the implementation of scientific grants, the work of scientific groups, and individual researchers.
  • Organizes the training and certification of scientific personnel, supporting scientific initiatives of employees.
  • Submits reports on the Center’s scientific and organizational activities to the Academy of Sciences.

6.6. The director has the right to:

  • Appoint, transfer, and dismiss employees.
  • Hold competitions for filling vacant scientific positions.
  • Manage the finances and property of the Center.
  • Conclude contracts for conducting scientific research.
  • Issue powers of attorney and delegate authority.

 

CHAPTER 7. DEPUTY DIRECTOR FOR SCIENTIFIC AFFAIRS

7.1. The Deputy Director for Scientific Affairs of the Center (Doctor of Science, Candidate of Science, or Doctor of Philosophy (Ph.D.)) is appointed and dismissed by the Director of the Center in agreement with the Vice-President of the Academy of Sciences of Uzbekistan responsible for supervision.

7.2. The Deputy Director for Scientific Affairs is responsible for the scientific and organizational activities of the Center, as well as the operations of the Center's scientific support departments. Their duties include:

  • Organizing and supervising scientific, innovative, and publishing activities;
  • Managing the Center’s informational and information-technology support;
  • Ensuring relations with external organizations and institutions, including:
    • Developing and implementing long-term and annual plans and objectives for all types of scientific and innovative activities;
    • Developing a program for cooperation with scientific and educational centers;
    • Developing and implementing the internationalization program of the Center’s scientific and educational activities;
    • Planning and organizing research activities;
    • Developing plans for scientific publications and printing activities;
    • Planning and organizing doctoral studies;
    • Organizing the Center’s participation in various competitions, grant projects, exhibitions, and conferences;
    • Organizing scientific conferences, symposiums, and seminars held at the Center;
    • Leading the Center’s scientific research and international activities;
    • Overseeing the development of the Center’s information system;
    • Aligning internal functional documents on scientific research with international activities;
    • Supervising the implementation of current research and innovation activities;
    • Monitoring the implementation of programs and agreements on scientific cooperation;
    • Analyzing and evaluating the efficiency of departmental activities, assessing results, and submitting reports;
    • Proposing improvements to management processes;
    • Acting on behalf of the Director in their absence;
    • Proposing rewards for outstanding employees and disciplinary measures for those violating work and research regulations;
    • Developing and implementing anti-corruption measures within the scope of authority;
    • Ensuring compliance with discipline and order in all departments of the Center.

7.3. The Deputy Director for Scientific Affairs has the following rights:

  • Reviewing draft decisions related to their activities issued by the Director;
  • Participating in discussions and decisions related to the activities of scientific departments;
  • Proposing measures to improve employees’ efficiency and work methods for the Director’s consideration;
  • Suggesting improvements to eliminate shortcomings in the Center’s activities;
  • Establishing interactions with department heads within the Center’s structure;
  • Requesting documents and information related to official duties from department heads and other specialists, personally or upon the Director’s instruction;
  • Signing and approving documents within their official capacity;
  • Requesting organizational and material-technical support from the Director to fulfill their duties and rights.

CHAPTER 8. DEPUTY DIRECTOR FOR GENERAL AFFAIRS

8.1. The Deputy Director for General Affairs oversees the activities of the Branch and ensures the implementation of the Director’s lawful orders within the Branch.

8.2. The Deputy Director for General Affairs is responsible for the following duties:

  • Organizing and supervising the scientific, innovative, and publishing activities of the Branch;
  • Submitting reports on the Branch’s scientific, innovative, and publishing activities to the Deputy Director for Scientific Affairs;
  • Overseeing the activities of the Branch’s economic affairs manager;
  • Providing the Director with necessary information on scientific-technical and economic needs of the Branch;
  • Organizing and overseeing the informational and information-technology support of the Branch;
  • Facilitating external relations of the Branch with other organizations and institutions by:
    • Developing long-term and annual development plans and objectives for scientific and innovative activities, aligning them with the Center’s plans and roadmap, and ensuring their implementation;
    • Developing a cooperation program with scientific and educational centers and presenting it to the Director;
    • Aligning and participating in the implementation of the internationalization program for the Branch’s scientific and educational activities with the Center’s programs;
    • Planning and organizing research activities;
    • Developing and submitting plans for scientific publications and printing activities to the Center;
    • Planning and submitting proposals for doctoral studies to the Director;
    • Organizing the Branch’s participation in various competitions, grant projects, exhibitions, and conferences;
    • Preparing for scientific conferences, symposiums, and seminars held at the Branch;
    • Leading the scientific research and international activities of the Branch;
    • Supervising the development of the Branch’s information system;
    • Aligning internal functional documents on scientific research with international activities;
    • Monitoring the implementation of current research and innovation activities;
    • Overseeing the implementation of programs and agreements on scientific cooperation;
    • Evaluating the efficiency of departmental activities, analyzing results, and submitting reports to the Center;
    • Proposing improvements to management processes to the Director;
    • Submitting proposals for rewarding outstanding employees and taking disciplinary measures against those violating work and research regulations;
    • Developing and implementing anti-corruption measures within the scope of authority;
    • Proposing candidates for vacant positions to the Director to improve the efficiency of the Branch;

8.3. The Deputy Director for General Affairs has the following rights:

  • Proposing measures to improve employees’ efficiency and work methods for the Director’s consideration;

CHAPTER 9. SCIENTIFIC SECRETARY OF THE CENTER
9.1. The Scientific Secretary of the Center is appointed and dismissed by the Director of the Center in coordination with the Vice President of the Academy of Sciences of the Republic of Uzbekistan and must hold an academic degree of Doctor of Science, Candidate of Science, or Ph.D.
9.2. The Scientific Secretary serves as an assistant to the Director on scientific and organizational matters and as the Secretary of the Scientific Council of the Center.
9.3. The duties of the Scientific Secretary include:

  • Monitoring the implementation of directives from higher authorities and research plans.
  • Preparing general reports on the scientific and organizational activities of the Center.
  • Ensuring the Scientific Council of the Center is provided with necessary documentation, participating in the organizing committee for conferences, symposia, and meetings.
  • Supervising the timely and high-quality execution of all official correspondence of the Center.
    9.4. The rights and responsibilities of the Scientific Secretary are determined by the Director.

CHAPTER 10. CHIEF ACCOUNTANT OF THE CENTER
The Chief Accountant of the Center is appointed and dismissed based on the recommendation of the Director of the Center and in agreement with the Financial and Economic Department of the Academy of Sciences of the Republic of Uzbekistan.
10.1. The rights and responsibilities of the Chief Accountant are determined by the laws of the Republic of Uzbekistan and the resolution of the Cabinet of Ministers regarding chief accountants.
10.2. The main responsibilities of the Chief Accountant include:

  • Ensuring that expenditures are carried out in accordance with the approved budget and salary fund.
  • Monitoring the timely payment of the Center’s receivables and payables.
  • Conducting inventory checks and asset write-offs in accordance with current legislation.
  • Developing and continuously updating the staffing schedule of the Center's structural units within the salary fund.
  • Preparing a plan for bonuses and additional payments in accordance with the "Regulations on the Material Incentives for Employees of the National Archaeological Center of the Academy of Sciences of the Republic of Uzbekistan" and submitting it for approval to the Director.
  • Organizing financial settlements for all economic and production contracts of the Center.
  • Ensuring the proper and timely processing of documents related to the receipt and expenditure of material and financial resources.

CHAPTER 11. HEAD OF A SCIENTIFIC DEPARTMENT OR LABORATORY
11.1. The Head of a Scientific Department or Laboratory is appointed by the Director of the Center based on the recommendation of the Scientific Council from among leading researchers holding a Doctor of Science, Candidate of Science, or Ph.D. degree.
11.2. The responsibilities of the Head of the Department (Laboratory) include:

  • Personally participating in scientific research within the department (laboratory), ensuring its effectiveness and timely completion.
  • Being responsible for the performance of the department (laboratory) staff, their retraining, compliance with labor discipline, and adherence to occupational safety and health regulations.
  • Developing fundamental, applied, and innovative projects, as well as conducting research and experimental work.
  • Supervising researchers on dissertation topics, assigning tasks, ensuring their completion, and submitting reports on the work performed.
  • Participating in the development of initiatives to implement the scientific research results of the department (laboratory) in enterprises, institutions, and organizations.
  • Organizing scientific seminars within the department (laboratory) and managing information and patent-licensing activities.
